MERCEDES STEERING LOCK NO FURTHER A MYSTERY

All fuses have energy except for 22-twenty five which the guide suggests are for engine electronics. I assume what I’m wanting to know is where by are All those fuses drawing their electricity supply from? Is there some other things that can be resulting in just those Fuses to not get any power? Any assistance of any kind is enormo
